Sustainable urban development should be supported by policies related to water resource management that is efficient in keeping the public safe access to clean water. Policies related to the management and utilization of waste water through recycling technologies become a chance to support the stability of the urban community with secure access to water. In formulating policies and management schemes require many linkages that need to be set in an institutional approach. Community as users as well as wastewater generator should be given secure access to utilize water resources. Government policies and regulations in the management of water resources should be able to protect the public interest and enhance public welfare. Private, business entities, and higher education is parties that offers products and research related to water resources management, including in terms of technology. The problem stressed out to what is the is the most suitable scheme for communal waste water management involving the participation of communities, governments, and private sector as well as higher education as a research partner, especially in the cities of Surabaya and its characteristics.\nTriple helix is a government, private, and community (including universities) network that become unity in this scheme. In purpose to reach the aim of this research, strategic alliances in the management scheme of domestic waste water on the community based on the potential of the partnership model there will be some process. Data collection will be conducted by using in-depth interviews and focus group discussion involving all the participants of the triple helix (government, private sector / industry, and the public) to analyze the appropriate role in the management of communal domestic waste water in the city of Surabaya. The data that will be collected from interviews and discussions will be processed through content analysis technique. The output should be useful as a recommendation for Surabaya urban water management.
