Abstract

Water is a finite source yet crucial to the living and it is used in everyday life. The most\ncommon usage of water are for household needs such as for drinking, cooking, cleaning,\nbathing, and watering. In worldwide, industries uses twice as much water as households. In\nIndonesia, water is classified into four levels (Peraturan Pemerintah Republik Indonesia No 82,\n2001). The level indicates the purity of the water quality. Level 1 is used for drinking while\nlevel 4 is used for watering the plant or agriculture purposes.\nIn East Java, the water user is classified into six categories which are households, public\nfacilities, purposive use facilities, industries, government institutions, and commerce facilities\n(Badan Pusat Statistik Surabaya, 2014). It is also divided into four district coordinators or\nBakorwil (Badan Koordinasi Wilayah) which are Madiun (Bakorwil I), Bojonegoro (Bakorwil\nII), Malang (Bakorwil III) and Pamekasan (Bakorwil IV). Surabaya is included in Bakorwil\nIV. The table below shows the comparison between Bakorwil IV to other Bakorwil in East\nJava. Neglecting the industrial sector, Bakorwil IV has the highest water consumption in East\nJava.
