Abstract

Increasing number of motor vehicles in Sidoarjo need to be balanced with adequate parking facility that satisfy the community. The government of Sidoarjo has developed subscription parking policy to improve service level of parking, but the execution didn’t run as expected. Through community feedback, it is known that illegal levy still happened. Resulting in the actual revenue received in 2018 is only 27.5% from the total potential revenue. To overcome this problem, a digital parking application is developed and has analyzed as feasible. However, the feasibility study used 100% online assumptions that is unrealistic due to the customers’ preference factor. This research will focused on constructing conceptual model of problem situation, developing corresponding mathematical model set, determining the optimal proportion of digital and conventional parking, starting with determining the factors that influence the parking demand and building and performing optimization procedure. By doing so, the results will be analyzed and drawn. Up to this point it is the theoretical contribution of this proposal. In addition, some insightful discussion points based on our supplementary analysis will be brought forward as managerial implication contribution of this work. The result of this research will be submitted to Transportation Research Part A: Policy and Practice, international journal (Q1: 2.04) by the last quarter of 2020.
