Abstract

The overall human settlement objective is to implement a programme that improves the condition of low-income settlements. The programme is typically started from improving physical aspect such as the basic infrastructure and service of settlement to organizing the capacity of community to improve their quality of life. Recently, the concept of Smart City is introduced not only signifying better using of information and communication technology (ICT), but also seeing smart cities as integraded approach to improving the city’s efficiency, the quality of life for its citizens and growing the local economy. Thus, by introducing the concept of smart city to the society, a city needs to increase and improve the efficiency and quality of all sectors and services including the social services, health care, and economic activities. In Indonesia several cities have implemented this concept with different approaches that is important to be examined. Surabaya uses a holistic approach to increase the city development from the macro environment (city) to the micro settlement (kampung). As housing settlement with cultural diversity, kampung settlement is targeted for the development of smart city concept by the Surabaya government. Moreover, there are indications that kampung’s residents have already developed their settlement and living creativily with various innovations and approached. Therefore, this study aims to reveal many forms of innovation proposed by kampung communities supporting the smart city of Surabaya. The study employs qualitative approaches to measure the level of innovation in two Surabaya Kampungs, which are Kampung Maspati and Kampung Girilaya, Banyu urip. Research tactics are observation, a structured interview techniques and in-depth interviews that are analysed quantitatively with triangulation techniques supported by literature reviews and other secunder data. The study also views, compares and analyses the literature available in the field of social sciences to find the connection between “smart city” concepts and policies that may be applicable. A workshop will be also organised to give the Indonesian and Austrian partners’ opportunities to present and discuss the research results. The results of the study show the investigated kampungs have characteristics of innovative society that support the development of smart city. Moreover, the study reveals both kampungs has not been fully integrated by ICT, yet the innovation and living creativity with conventional approach are still effectively making the kampung settlement more livable and sustainable. However, identifying the aspects of connection between “smart city” and policies is importance to be examined further for its implementation and the development of “Smart City” in Surabaya’s Kampungs in the future.
